that doesn't have health insurance and officials estimate there's 800,000 people in maryland who don't have it. charles pop wilks is one of them and for the past 8 years he has been a fixture at the jiffy lube and made enough money to get by but not enough to buy the health insurance offered by the franchise. earlier he was diagnosed with terminal prostate cancer. coworkers helped him apply for medical assistance and social security disability benefits. they learned there was 5 month waiting period until the benefits kick in. >> it's not for myself it's for the people diagnosed tomorrow. and not only here in maryland, but lynette you are watching what's going on in the tropics. >> exactly. it's that time of the year so keeping our eyes peeled and what we are watching is just this little disturbance here trying to get its act together but has a 10% chance of becoming a tropical cyclone in the next 48 hours. we will continue to monitor thetropics. for today, we will be dealing with plenty of rain moving in across the area. you can see that as we take it back to the lower 48 here at home in maryland starting to see some showers and some thunderstorms popping up around baltimore county this morning. so this is that batch of rain that's sliding off towards the east. but behind that batch of rain, yes, we do have a cold front and this is not here yet so we will have the first batch move through and get a break in the action and then we will start to see more showers and thunderstorms popping up as we go towards the afternoon, and some of those storms could be on the severe side. we are talking about damaging winds and also heavy rain so that's why we have a flash flood watch in

as they are in southern maryland. it was sunny earlier at the beach but no clouds. really we're all clear from frederick. look at the temperatures stayedwide, we're in the low-to-mid to upper 70s. baltimore city is dropping below 80 in the last hour. 73 in chestertown. manchester and hayingerstown we have mid-to-upper 70s. this is a pleasant scenario. wet weather to the south. all eyes here on the weekend. the rain maker can make a run into maryland as early as late saturday night. i really think not most part the rain chances will hold off until we get into the second half of the weekend through the day on sunday. we'll talk more on that in a few more minutes. just realize, it's partly cloudy. it will be a bright start in the morning with some cloud cover but things will go downhill late in the day tomorrow. we'll have more on that coming up in just a few minutes. >>> the murder of a parksville women has advocacy groups looking at what laws need to be strengthened. victoria glover was murdered on tuesday by her estranged husband. she was headed to trial a that morning for an assault charge. he shot and
